There have been several English actors added to the Encyclopedia recently, what's the confirmation on these? IMDB lists them, but name misspellings like "Gara" and "Sauke" suggest that these aren't official entries. Also seems unusual that IMDB would have these, but none of the anime websites seem to be talking about them. I know Steven Blum was confirmed, and I believe Colleen O'Shaughnessey was as well (though not listed on IMDB), but what of the others?

It's likely that most of those are false. Mark Hildreth, Eric Stuart, and Rachael Lillis are not LA-based VA's so them having major roles is very unlikely (and I believe Rachael had confirmed that she's not in Naruto on the DubReview forums).

Colleen O'Shaughnessy's roles have been confirmed by the guy that runs the Digimon Encyclopedia from what I heard, and I think Steve Blum's entry is accurate.

Excellent point. If I remember right Hildreth works in Vancouver while Stuart and Lillis work East coast/New York right? I also remember Blum saying that the actor for Naruto was someone new that he hadn't heard of before, Bosch is pretty well known, has even done a few of the same shows as Blum. Plus the Aug. Shonen Jump make sit sound like they've found the perfect Naruto, but I couldn't see Bosch pulling of a child voice, he didn't even play young Vash in Trigun.

Correct. As far as I know, Mark Hildreth has only been in Vancouver-based dubs, and Eric Stuart and Rachael Lillis only in NY-based dubs.
