You understand that David Production is hired by other companies to animate stuff, and do not themselves have control over when the production of more Jojo authorized, right?
Neptunia is not stopping you from getting more Jojo. Jojo is also selling very well, there will almost certainly be a second season sometime next year.

Exactly, Warner Brothers is the one who is handling JoJo. If people want to get upset about any shows taking away resources from JoJo, look at Ro-Kyu-Bu SS and Little Busters Refrain, two shows announced under the Warner Brothers label. Neptunia has nothing to do with JoJo.

Japan anthropomorphizes anything, from Gundams to OSes to soda cans to monsters. They'd anthropomorphize ponies too if they could.
