What is the difference between licensing and distribution in anime business?

I was searching for distributors' information in the Company section of ANN, and get confused.

There are two sections; "Animes which this company has licensed ... and animes which this company otherwise has involved" such as as a distributor....

What are the differences in their functions?

Any help will be appreciated.
