I'm probably missing out the joke, but isn't this just a piece of paper with nothing special about it? And if I understand correctly, this facewipes were sold at 4,900 yen? Sounds like a total scam to me

I think the face wipes are usually a lot smaller, like 2" squares or so? (judging from the sample packet of them I got as a gift-with-purchase from some Japanese shop.) So that's the joke, that these are the size a giant would need for his/her face. But I'm lost with you as to why someone would pay that price for it.
