Looks like an updated version of DBZ legends that was released on PS and Sega Saturn in the mid 90's.

I'm hearing really bad things about this game, and watching the videos of standard gameplay I believe it.

It's like they forget about every other Dragonball game made prior. Truly disgusting considering the possibilities of the license.
