Becuase they are still airing it in some theatres within the next week or so, so if they put it on Crunchyroll, it can/will cause people who already bought tickets for the theatre dub screening to cancel them so they can just watch the dub at home.

But it's not streaming there, isn't it? So it would be like adding the dub movie and not being able to watch it if you were in the US, which defeats the purpose.

Actually,
the article wrote: | The film opens in Japan for three weeks on September 24, and will be available for paid streaming in Japan on the same day. |
So, obviously, it's streaming in Japan too.
Besides, I can imagine scenario, where the movie dub will only be streaming in other English speaking counties and not US, if they are too worried it may affect theatre screening attendance. Which I doubt, BTW, since people who will go to theatre will not be satisfied with streaming anyway, since they want to see the movie on big screen. Streaming is for those who wouldn't go to theatre anyway.

I think Toei would be foolish not to allow CR to stream the English dub for those can't see it in the theater. This is especially the case with my plan to see it with my younger sister and her fiancee next Friday.
