Because it is still more socially acceptable for men to marry younger women than the other way around.
See: Donald Trump and Emmanuel Macron are both 24 years removed from their respective spouses, but one is a much more newsworthy story than the other.

I personally think the lowest age should be lowered for both sexes to the same age.Say 21.And the maxium age should be set at the same age.Of course this is my opinion.

Since the original question asked why the MINIMUM age is so high (28 for men, 27 for women), I'll note that they do state that their primary goal is to help match people for marriage. With that in mind, starting with late 20s seems a valid point, since younger than that have less issues finding OPPORTUNITIES for purely social interaction and also often aren't yet actively looking for a marriage partner. (lower to mid 20s is still "college" age, which means you still have a "school" setting putting you in contact with a wider range of people without any extra effort on your part)
