I was about to ask the same thing, why draw Mineta when there are better characters like Yaoyorozu, Kaminari, or Jirou?

What's so special about Shinagawa Etoile Girls' High School that they keep getting these events? Are they one of the super-elite schools for rich kids that half of anime is set in? Is it a school for manga and anime arts?
