After seeing that promo video I want it to get an anime adaptation and this is the first time I heard about this manga.

There's an error throughout the article and headline--the manga title is "Nara Shika Tanashi" (I think it'sa pun on shika=deer and shikata nashi, variation on shikata nai "it can't be helped"?)

You are right. 'Shikatanashi' is wordplay on 'shika' (deer) and 'shikatanashi' (Ku-katsuyō adjective which is the old form of 'shikatanai').
And the 'Nara' part, too, is wordplay on 'Nara' (the place name) and 'nara', which means 'then' or 'if so'.
