Doesn't take much to keep a game just-barely-running. Server costs for a game noone plays aren't high, and all that. You'll loose players if you don't keep with the upgrades/expansions/bugfixes, but even if you've decided the game has no long-term future there's no need to throw away the player base it does have until it shrinks by itself to an insignificant size.
