From what I read, Togashi had more plans for Kurapika but he was less developed due to the need of starting Greed Island. As a result, he gave his draft to the people from Madhouse to make one film focused on Kurapika's friend and revenge. On the other hand, Leorio seems to be developed only in the Exams arc. Not sure what were the animators of Nippon thinking considering they gave Kurapika and Leorio some sort of intimate moments in made up scenes for the anime or movies.
Honestly, Kurapika's arc in the Nippon anime was my favorite as a kid considering how incredibly serious and dark it was when compared to Gon while Killua started chilling thanks to his new friendship. It also helped Kurapika was broken as heck. |

In terms of technical length, sure, but the trick to Level E is that it was the first real sign of what fans would later called "Togashi-ism", i.e. Togashi's ability to essentially do whatever he wanted, & at whatever pace he wanted, all with full permission by Shueisha/Jump. Level E may have only been 16 chapters long, but (aside from Chapters 4 & 5) were all serialized on a once-per-month schedule, so the manga still took over a year to fully serialize. Also, the chapters comprising the entire second half of Level E all received color opening pages when they were serialized, which was something not seen on that kind of degree since the late 70s & early 80s, when Hiroshi Motomiya got 14 straight weeks of colored (to some degree) pages for chapters of Sawyaka Mantaro or Masami Kurumada was getting the first three chapters of both Fuma no Kojirou & Otoko Zaka fully colored pages. Then there's the content of Level E itself, which was pretty much meant to be as little like Yu Yu Hakusho as possible, both in terms of content & art style. As much Yu Yu Hakusho & Hunter x Hunter get the main focus of attention when it comes to Togashi's skills as a mangaka, Level E's serialization was definitely the first sign of how Shueisha/Jump would treat Togashi in the future, especially once his back started becoming worse & worse during HxH's serialization. |

I have read through this manga somewhat recently and was very surprised by how clean and damn good the art can be. From all the complaints I saw online I thought the later arcs would have bad art, but nope, not at all. The drawing in the collected editions are really good, Togashi is an amazing artist besides being a genius story teller.

A lot of the complaints definitely came from the chapter releases in the magazine, which sometimes were legitimately sketchings, that were later finished/"fixed" for the volume releases. |
