Kamen and Masked have been used interchangeably in marketing for years.
in fact, every rider from 1 to DECADE HAD Masked Rider written in English under the Japanese title. IIRC, When Ryuki was brought over as dragon knight they went with Kamen Rider to avoid to association with Saban’s Masked Rider, and starting with double they started listing it as Kamen in English as well.

I have to admit that the way Japanese works titles are adapted internationally is kind of fascinating to me, on Toei's old website there was a list of many of their shows up to Slam Dunk and some of them had English titles which were never used, like how Hokuto no Ken's proposed title was Ken, the Great Bear Fist, which I'm told is closer to the original meaning in Japanese.

So this is basically Samurai Flamenco only it's a bunch of even more explicit Kamen Rider fanboys who dress up and fight crime (or pose as Shocker) and hopefully don't get arrested for it.
I have to say though...Kayanon as Tackle? Kenichi Suzumura back in Rider as a V3 parody (does that make him the protagonists' Secondary)? Soma Saito as Rider Man? Fairouz Ai as a Shocker Girl? So peak.
