That's good to hear, I hope it leads to better work flexibility and maybe (slightly) better animation.

The article says this sub studio will focus on background art for now.
And in regards to animation, it will always depend on the team and their schedule. One Piece already looks better than lots of seasonal shows, Daima had great production values too, for the upcoming Digimon series they overhauled the production line. Some stinkers are to be expected though like Tosochu, so it's not black and white.

They never intended to. People took that whole thing out of context, it was meant for the shareholders.

I read the article carefully, and I'm aware of the studio being used for background art. But I'm hoping this studio could help make any Toei's animation more flexible.
If what you say is true about One Piece, and Dragonball Daima is true, I'm glad to hear that. For quite a while and not exclusive to Toei, there has been some sloppy animation coming out of other anime studios (I think you know what I'm talking about).
