Summary is not really clear on the kidnapping part. I wouldn't think he was one of the actual kidnappers, so he probably got caught up in the actual kidnapping and somehow rescued her, otherwise why would her family let him take care of her.

Slap myself. Yes this is anime, anything goes. The loving parents are never around, their children raise themselves, the police and child services are always missing, and as Tokyo burns down, only plucky children are around to save the day; though the military might pop in occasionally to make a brief appearance.
