Well, the DS and PSP are region free, so there's that. And the upcoming PS3 SRW is region free as well. But yes, an English version SRW will likely remain an impossible dream for the rest of us.

OG3 and Z2-2 are not even out, so PS Vita's srw will have to wait couple of years
