Is there a site to track manga like DVD Aficionado does for dvds?????????

Tokyopop has an out of print list: http://www.tokyopop.com/corporate/biz_dev/447

Viz also has an out of print list: http://www.viz.com/products/products.php?format_id=1&brand_id=10

ANN is pretty active in telling you if and when something has been licensed, announce, etc. I can't seem to find anything as comprehensive as what you'd probably want though.
