This "New" character is actually Rick Strowd, a returning face from 1998's Real Bout Garou Densetsu/Fatal Fury 2: The Newcomers.

Nice seeing Rick back after 28 years. I actually find it kind of interesting how Real Bout 2 put a lot of emphasis on Rick and Xiangfei, but only the latter was added to KOF '99. The thing is that I think Rick had a lot more animations in RB2, it felt like SNK was positioning him as an important character, even the cover of the game had him almost defeating Terry, but in the end Vanessa from KOF 2000 inherited most of Rick's moves.
