FUNimation did release two VHS (one subtitled, one dubbed , unsure if it's with the new cast though) of the second Dragonball film, but so far there has been no word on a DVD release.
The first Dragonball film belongs with Kidmark, who also hold the US video distribution rights for the first 13 episodes (it's beleived they are sorta lumped together, so when one expires, the other does). FUNimation hasn't produced materials for an uncut DVD, or an uncut dub, or anything like that for the first film. Also, there's no idea when it will be out on DVD.
