I wasn't sure whether or not to post this in the anime section of the forum or in the manga, but whatever. I am a fan of both the anime and the manga. I really love how Shirow Masamune protreys the future. However both the movies by Mamoru Oshii and the first and second season of Ghost in the Shell: SAC and Ghost in the shell: 2nd gig, have not followed the same storyline as the manga. The first movie by Mamoru Oshii I believe was the closest of all the anime to the manga. Can the animes be classified as a type of fan-fiction because they are based on the manga but do not follow the story line closely? I mean isn't that what fan-fiction is?

Um, no, a fanfic is a story made by fans about copyrighted characters. A series based on another series or movie that is created by an established director is considered an "alternate universe" or spinoff, not a fanfic.

And beyond that, Shirow Masamune has given rights to Production IG to produce anime based on his work, so when contracts and money trade hands it is DEFINITELY not a fanfic.
By the way, the anime does borrow from the manga in a few ways that the original movie did not, namely by using tanks (called Fuchikomas in the manga, Tachikomas in the anime), and implying that the Major swings both ways sexually.
