Elfen Lied is violent not only physically but contains psycological violence as well. I mean just consider Mayu's situation with her stepfather. Put spoiler tag in case that can be considered a spoiler.

Geez, two pages of replies and still nobody's mentioned Akira? That was the first thing that came to my mind as soon as I saw the topic heading. Akira may not have as many scenes of graphic viloence as something like Gantz, but the gore level of every scene of violence in it is sky-high, plus the incredible animation and attention to the most minute detail is something most of the titles mentioned in this thread lacks by comparison (with the exception of the original Ghost in the Shell, mentioned by Key). It's because Akira's violence is so life-like AND bizarre at the same time, it immediately comes to my mind.

I think we need to differentiate between violence and gore. You can have a movie be ultraviolent and have very little in the way of gore. Also variation on violence is relevant too.
Lets say you compare a movie like resevoir dogs and oh AVP. I would have to say dogs kicks AVP dead to rights. Sure AVP is alot more gore and brutal fist fights, but dogs has a much harder take. Like the setting the cop on fire after he had his ear cut off.
I personally favor Gantz yeah I have seen more graphic, but the shear range in violent behavior is what got me with that series. Examples follow Rape, child abuse, knifeing, stalking, disfigurement, beating bums with baseball bats, head popping, plotting, oh let us not foget killing innocent animals.
Gantz let it fly not only did people die in strange ways, but you got to see it twice. Plus the way of inflicting pain on others was creative. This series did it nicely I suppose it comes down to this.
Do you prefer friday the 13th or nightmare on elm street. Sure Jason is going to slaughter alot of people, but its the same theme tried and true, at some point the machete is going to get someone. Freddy on the other hand he is going to have fun with you first. Which is worse dieing, or being tortured, and then dieing.
Another thing worth considering is the reality of it. Does the violence have a connection to reality. A monster killing someone is one thing. Seeing someone get raped, or as in Gantz where the two psychopaths baseball bat the bum to death, and later when they torture the young women. Well that stuff really can and does happen in real life. I fealt a twist in my gut when I saw the death rattle. What can be said sometimes the little things like that. That can bring any violent act to an enirely other level.
My oppinion if you watched it and got no emotional reaction at all, or had the reaction of awesome it was merely graphic. Violent atleast to me requires a emotional component. Unless you can feal some empathy for the victim. You have failed to get your just reward.
Personally I think there is an art to violence. Remember chainsaw massacre actually was relatively bloodless. Yet is often quoted as one of the most violent films of all time. The answer is simple it reached a cord with the audience. It did so not with a swath of death.

I would never consider Akira violent with animes such as Gantz and Elfen Lied around... I don't recall it having any gore at all tbh

Obviously, it's been a while since you saw AKIRA. It was a very violent movie with some very gruesome images. Personally, just the sheer grittiness of AKIRA's violence vs. the rather polished look and (to be honest) medium-quality TV-grade animation of Elfen Lied made AKIRA much more cringe-worthy for me (except for the scene with the puppy in Elfen Lied which I still can't bring myself to watch a second time, but that wasn't so much for gore as for...other things...).

M.D Giest and M.D Giest II : Death Force - Giest is a bio-engineered killing machine that hates every one. He does take any sides. He just kills people because he can.
GenoCyber - You got some mentaly retarded girl with a split personality of her sister. She turns into the beast called GenoCyber. You have a corporation / goverment that is trying to cover it up. And any one that seems to get in their way winds up getting killed or loosing there mind. This one is a little weird. But there is plenty of gibs to share around.

You finish watching Geist, and it make you thing "Well, WTF was that on about?"
Where animes like Gantz and Elfen Lied might be violent, there was some justifications on what was going on. This was not the case with MD Giest (or GenoCyber)

Like for the fire 60 minutes you have biker gang fights, students protesters, some guy getting turned it a puddle by machine gun fire, an attempted rape and some guy litterally dropping his guts. About 90 minutes later we start getting on with the plot and why all this violences is going on. And the violence still continues.

Hellsing Ultimate is even more violent than the TV series - this time the ghouls are chock full of blood instead of dust.
If we're counting non-Japanese anime, Heavy Metal and Spawn were pretty nasty.

I never saw GenoCyber (heard of it, though) during my short stint of getting my anime through renting at the video store (which is how I got introduced to old school cheesy anime like MD Geist...though I also got introduced to Record of Lodoss War TV through the same method....anyway), which is why I didn't mention it. But the senselessness of MDGeist was why I figured it took the cake over Akira, Elfen Lied, and Gantz. At least with those there was reason behind the violence. With MD Geist....you have so little plot that it's just an excuse to see lots of people being killed and a short little T&A sequence where MD Geist gets laid.

The most violent SERIES I've seen is Samurai Champloo. You can always count on a good swordfight every episode. The most violent MOVIE I've seen would have to be End of Evangelion. I haven't seen that much blood and death since Saving Private Ryan.

Oh yeah I forgot about that. Most of those scenes were way cool, like the one where he stops a tank round with his mind

How can the violence in Akira even begin to compare with that of Gantz?
Oh, and whoever insulted Elfen Lied's animation...wtf?

For the vast majority of the series, it's simply employing average animation for a mid-budgeted TV series. It's not that special. Certain key scenes are given better animation, yes, but by and large it's an average looking show in terms of animation, end of story.

If it were real, my 15 OAV Areios would be over 10x worse than Apocalypse. Most violent I've seen is Akira and Ninja Scroll.

Ah, i forgot about End of Evangelion. That was a pretty violent movie, especially the part when Seele first started the attack and the soldier stabbed the guard in the back made me feel nausous whith the sound and everything.
Akira was really violent with the gang wars and everything else.
