It's the OP for the fourth cour of PriPara season 2 (third of season two, sixth overall). The fourth PriPara opening is Dream Parade, which is the OP for the first and second cours of the second season (the third cour, currently airing, features the fifth OP, Bright Fantasy). Each of the first season's three cours featured a different OP. All are by i☆Ris.

The real news here, unless it's been announced or hinted elsewhere, is that the second season has four cours confirmed.
