does anybody know if the manga, welcome to nhk, is censored for America?

They don't, if you're asking if they censor the parts of the anime figurines that are considered parts you shouldn't see and the like.

I don't think so because it's wrapped in plastic. If they do any editing after that, it's not like I would notice, or care for that matter.
