Because it can be, I guess? Maybe the webtoon is popular enough in Japan to justify it.
I don’t see the problem, though; there are plenty of anime that are based on non-Japanese things. The currently-airing Anne Shirley is based on a Canadian book series (and it’s not even the first time said Canadian book series has gotten an anime).

As far as I know, it doesn't have an official release in Japan.

Crunchyroll seems to have funded a part of this anime and they're pushing it more than the JP accounts so I'd assume it'll get a dub.
