Can you list anime titles that take place in other places besides Japan and America? I'll get the ball rolling with a few.
Master Keaton: The majority of this series centers around Europe seeing as how Keaton has such a keen interest in Eurpoean culture. I guess that's why I like it so much.
Lupin The Third: Much like Master Keaton, Lupin hangs around Europe most of the time, but only because of it's great landmarks and treasures.
Hellsing: Here's a change. Hellsing takes place entirely within England and none of it takes place in Japan.
G-Gundam: This show goes all over the globe so I really don't have to delve into the fact it deserves to be mentioned.

about half of marmlade boy took place in new york.
Noir is set somewhere in Europe first couple eps its France.
Then theres the legions of Sci-fi anime that talk place in space somewhere.

I assume we're talking about on earth right?
Most of the gundam series take place all over the globe, not just G Gundam.
Don't most of the Journy to the West based shows take place in China?
I *think* Red Hawk takes place in Korea, maybe it was Hong Kong, I can't remember exactly, it's not Japan though.
Ranma 1/2 goes to China a lot.
Master of Mosquiton goes all over the world.
Was Spriggan based in Japan? Can't remember.

The Spriggan movie took place in Turkey.
Witch Hunter Robin has an Italian backstory.
Macross takes place in many places with very little in Japan. Much of it in space, or in Canada/post war US, but some of it is in the South Pacific.
Love Hina, (especially the orginal manga) does some globe trotting to the South Pacific and America.
Jungle noch Guu takes place in Argentina and Germany. (Trust me I spent time proving this).
Full Metal Panic has most of the Action in former Russian Republics.
Nadesico roams the Earth,
Heck space anime is not in either nation that much.

- Night on the Galactic Railroad took place in Italy.
- In Street Fighter II V, Ryu and Ken meet up in San Francisco, CA, and travel around the world.
- Vampire Hunter D: Bloodlust took place in an American-like setting.
- Most of Battle Athletes Victory took place in Antarctica.

The city that Kikis delivery service take place in are allegedly based on old pictures of Stockholm. (Swedish capital.) I need to see that movie some day.

I think none of the Masterpiece Theater series is set in Japan, obviously because the original novels aren't either.
