Wonder why they don't just wait for enough content to create a season, since it seems they are eager to make an anime out of it. With it being weekly I don't see that long until they have enough for a two cour.

I have to agree. The first Prologue OVA makes sense in some way to promote the manga, but the manga is still too short to try and start animating it just yet. It just sounds very weird to release a second OVA so soon. I can't really explain it, but the timing is just so strange. I honestly wish they'd wait a year or so and make it a full-fledged series.
