You fight all seven classes in the original Fate/Extra, so no, there's no guarantee of Tamamo.

There are over 100 Master & Servants in this HGW (although, we only have to face 7), of course there are multiple servants using the same class.

He is, but there are dozens of Sabers in that Holy Grail War, it's not that special. What matters is how many information a Master-Servant-pair can gather each week for each round.
