I think this is unfair to those who have friends giving them saves with say, the best legit stats.

Cheat devices can save time aiming for the best legit stats for competition for those that don't have 40 hours of time to work with.

Let's say I don't have enough time to max out the kills for an item and it would take two full days to do so, they can save time.

With disc-only games, they can save countless hours worth of time to cut back on scratches to the discs by getting just the items you need with a cheat device.

Cheat/save edit devices are not all bad.

Is this an actual thing or are you talking about Nobuhiro Watsuki specifically? Notably this also doesn't seem relevant to this topic, you're briefly taking another situation with the law and comparing. It just seems absurd and like you're stirring up a pot of trouble.

I don't do any of this stuff but this definitely is draconian over-reach.

If hobbyists want to have fun using save data or modifying their consoles, I don't see the issue.

Piracy is a concern, but how about using your already existing laws to go after obvious cases of illegal mass-copying and distribution?

Likewise for cheating in online games, but that's hardly worth the government getting involved, and is on the part of online services to monitor and patch and ban.

What a ridiculous law. I just downloaded a completed save file for GTA V because I wanted to play around in the open world without dealing with "missions". However, I still had to buy the game. No one lost any money.

This comes down to enforcement, really. What are they going to twig to: A couple of friends sharing saves or a website to download them from? Someone modding their own console or someone selling that service? In the case of that last one, they could go after the supply of parts, but that would only work if the parts were specific and not general. Like most thing, they would target the big distribution rather than the person at home.

LDP, Japan has a myriad of problems that range from socio-economic concerns (low unemployment does not equal absence of poverty) to social matters regarding the aging of Japan, the treatment of immigrants and of the LGBT community, etc. This to say nothing about black companies and overwork, absurd censorship, and draconian drug legislation. And lastly, a great problem with sexual harassment and gender-based discrimination in the workforce and in education, JUST TO NAME A FEW!!! Do you guys really think that sharing game files is such an urgent matter? Did you really have to fine Rokudenashiko for her Vulva Kayak? Arresting people for downloading a music file? Paying money to TEPCO even though they were the ones that screwed up in Fukushima?

tl;dr: Just the classic Japanese Government being the Japanese Government: Not Gving a Damn. I guess Pro Evolution Soccer/Winning Eleven moding is over then.

save editing idc about..but system modding?

custom systems are a hot thing in console world.

some streams play 3ds type games that are only possible with console modding (atleats until stuff is made for it 3rd party)

Save editors aren't even a thing outside of Pokemon and sometimes Monster Hunter, they're on their way out, however console modding itself shouldn't be illegal, Sony and Nintendo already have systems in place that ban consoles either from the shop or entirely in Nintendo's case if people access their online marketplaces and modding old systems should be 100% legal.

Just another law that will be completely ignored. Everyone who wants to do it will just boot up a VPN and download the tools/files from some foreign host.

When it comes to alteration of the system for single player (the owner) it shouldn't matter as you would only be cheating yourself. But when these alterations or save files involves the multiplayer (competitive, cooperative, or PvP worlds) and giving an advantage over other players, then by all means that should be squashed. Over the years I've seen Modders ruin honest games and caused companies to be hurt with these tools.

Overall I think Japan's measures is only going to be symbolic as most of that community is in China, Russia, or regions that overlook lawless activities of other nations.
