Not surprising seeing as Funi bought Manga Entertainment, a bit surprised that they don't have solid state society too.

So Funimation have the rights to Stand Alone Complex in the UK, but not US?

Yes, because they bought Manga UK, who already owned the license. And IIRC because they were involved in the production of the 1995 film, Manga actually gets the right of first refusal to any new GiTS anime films/series.
