Can anyone outside of Japan see the video?

Yes. I tried both here in Europe and in USA(through vpn) and both worked. Latter threw some error but simply refreshing the page let you view the video... |

I'm in the US. The first time I tried I got an error message. I refreshed the page and it worked fine after that.
