Actually, the 'Suta' part of the title of the TV Tokyo programme Oha Suta is a Japanised and shortened form of the word 'studio'. Not 'star'.
In the late 1970s and 1980s, Tokyo 12 Channel/TV Tokyo broadcast a morning TV programme for children of which title was Ohayō Sutajio (Good Morning Studio), and Oha Suta, which started in 1997, is a kind of remake version of Ohayō Sutajio.
The shortened form 'Oha Suta' has been used already in the Ohayō Sutajio TV show, for example, junior high-school girls who appeared in the show were called Oha Suta Mannequin(s).
In the 1980s in Japan, salesclerks for shops which sold designer-label (called 'DC brand') clothes were called 'house mannequin(s)', and the 'house mannequin' was regarded as a cool and fashionable job. (The 'mannequin' part was pronounced in the French style.)
Probably the term 'house mannequin' influenced the TV show staff's naming the girls Oha Suta Mannequin(s) in the 80s.
Singer Yaya released an enka-ish comic song titled 'A House Mannequin in a Night Fog' as a single in 1986, and it became a hit.
'House mannequin' and 'DC brand' are expressions which remind people about the so-called bubble-economy period of the 1980s.
