So I guess this guy has mental health issues since he never went to prison, but instead ended up in mental institutions. It's also attempted murder, and if he had killed the victim, he probably would have received a prison sentence.

I've heard horror stories of failures of Japan's mental health care, or rather the lack thereof, so much so that you're pretty much on your own in such cases. Please tell me that isn't the case for offenders like these.
