So it's an even lower budget, for an already cheap medium, with way too much stuff being done, and it's a genre that usually get's low budget adaptions already?
More BL is nice, but I'm not expecting much

Yeah, basically. I'm always happy for more queer stuff even if it's not for me, but like, between stuff like I Love The Villainess getting a modest production at charitable best, and Senpai wa Otokonoko actually looking cheap, bittersweet feelings and low expectations are the default. And I so hate that. BL, GL, all these various works deserve so, so much better than they get.

If you mean those scenes in Senpa wa Otokonko where it gets really cartoony and simple looking I would say that was more of a creative decision to imitate the original webmanga which also had those kinds of scenes for comedic effect rather than a sign of lack of budget or being cheap. The regular looking parts of the show looked fine in my opinion.

That's an... interesting choice for their first series. Not because it's steamy, it's incredibly slow burn (nothing but the main character being adorable and worshipping his oshi for like two volumes), but because of the age thing. I feel like it's too light for the weirdos and too weird for the normies. Maybe that's my Western sensibilities talking, though, I believe it's doing great numbers on Alphapolis.
I would admittedly cry if I learned some of my favourite BL web novels got an anime only to find out they had a budget of pocket lint, though. It's bad enough that almost all the manga adaptations (for isekai and fantasy, at least) are absolutely terrible.
