It's based off of the Black and White games and Best Wishes cartoon. Which (at least the former) is pretty devoid of pre-Gen V pokemon until you get the National Dex or use the Dream World. So it makes sense there wouldn't be pre-Gen V pokemon on the plane (other than Pikachu, as franchise mascot).

Best Wishes is doing that also, showing new pokemon and not really the older generations. Mainly dong that to demonstrate that the region is "farther away" from the previous ones.
