This sounds like it could be a harem because of the one guy with multiple girls and because hot springs or beach episodes are a staple with harem. However, that is not always the case for the first part.

The characters Miya and Haruna look identical; only the hair colors are different.

Protagonist is a girl, so its closer to what Etotama is(not that they are similiar).
In other words, not a harem.
