Lots of unexplored territory when it comes to the history of the Tojo Clan. If it is like some of the prior entries, then different cities means different playable characters, which would also make sense if the game spans decades.
The article mentions Kamurocho, but I'm pretty sure I spotted an older Sotenbori in there too.

It's possible. The later settings would put it within the realm of when Kazama was coming up in the Tojo Clan. It would be pretty cool to play as him.
