What kind of pictures are we talking about? Her with her friends at a restaurant or something? I don't follow this kind of news much so unaware of the severity.

One of the friends was a guy. It led to speculation about them dating and such.

Pro wrestler Asuka is kind of the same.
She doesn't want to get romantically involved and prefers solitude and privacy.
The only time she'll get attention is when fans can take pictures of her at ringside only.

I’m not entirely sure what Legal brand she has. If it’s paparazzi stock and then there are anti stocking laws on the books that would prohibit that kind of behavior but if it’s just someone generally photographing her on the street because she’s a public figure she doesn’t have any rule ground to stand on. A until Japan passes the law that states that public photography is illegal she’s got no legal recourse here.
I can say someone who spent my entire career as a journalist working in Japan you have no expectation of privacy on a public street here. The issue becomes whether or not she’s being publicly stopped or not then that’s a whole different issue; but if a random fancies her on the street with a guy and she takes a picture and post on the online, there’s no legal recourse here.
