I'm at episode 13 right now, and while I enjoy it, I'm getting a little tired of every episode being the same damn thing, just wondering if there's any actual story that's going to develop, or if it just remains this way for the most part of the show.

Absolutely NOT. If you're on Episode 13, wait a while. The series gets really interesting. You've almost reached the end, so soon you'll get to see the reason for Shibata's relentless pursuit of the Hell Girl. Also, you'll start to understand the connection between Megumi and Ai (yes, there is one). Just hang on, man!
