I apologize if I missed the boat/this is a really dumb question/she deserves to be hit with a frying pan, but
I finished Black Lagoon's first season with the English dub and really enjoyed it. After poking around, I can't find a reason why there isn't a dub for season 2, and on Netflix they only offer 3 volumes of the show. Have they yet to release the rest of it, or is it just not getting dubbed?

There is a dub for the second season. Ocean Studios was able to finish it. The problem is Geneon, the company distributing it, is kinda not distributing dvds right now. They only managed to release the first 3 volumes.

Well, the company that had licensed Black Lagoon and Second Barage was Geneon USA. Unfortunately near the end of last year they ceased distribution of their DVDs. They had planned to have ADV distribute them for them and still continue as a licensing and production only company but then that deal fell through. Shortly afterwards they ceased all activities entirely. There is a lot of speculation on the factors behind all this but nothing definite.
At this time, they had finished releasing the first season of Black Lagoon and had begun production of Second Barrage. They never got as far as to release any of the DVDs but the Dub was completed. TSB actually aired following the first season of Black Lagoon on Canada's G4 Tech TV. I believe it is also currently airing on a US channel although I don't recall the name. (Check ANN's "The Click" column for more info).
So the bottom line:
A Dub does exist for TSB but there are no DVDs in existence so your only chance would be that you may still be able to catch some of it on TV if you get the right channels. Otherwise you will either have to do without or see it fansubbed.

ah, so the root is this whole nasty Geneon mess. Thanks for the clarity. Man that really sucks since we have almost zero cable.
