I'm going to assume you mean the Create your own ninja contest. I think we're allowed to use already existing ninja villages. We just can't use already existing ninjas. As long as the ninja you create is of original design or background, you can stick him or her in whatever hidden village you want. If this isn't the answer you were looking for, please, be a bit more clear about your question.
