So in an indirect way, Starz! now has total control over Manga entertainment properties.

Think there might be a REAL anime channel in the works? Why else would they extend themselves over IDT (including the debt exposure IDT had)?

Interesting indeed. However I don't get any premium channels so there may be one kinda out there already. I am sure the people here will know. But I haven't heard of any, least in the US.

Manga Entertainment is a very small part of IDT Entertainment.

Looking outside the "anime point of view" there are much more important companies in IDT than Manga Ent. Liberty would never spend all that money if Manga Ent was their goal.
