Now I know that most posts have report buttons in case someone is doing something bad. But some posts have no report button. I wonder why?

When there is no report button all that means is that someone has already reported that post. If you pressed it, when you go back and look at the report button you'll notice the report button with a red X. If you press it again you remove you report.
