They can follow the Doax3 way, release the game in asia with english subtitles and english menus , problem solved, no need to censorship, no need endless localizations.

That's........ a lot more extra work than a "sports" game, so ya need enough extra markets to justify the extra costs for likely a lesser-selling title.
