I really like this idea wish more animes would do it and let people decide which part of manga they would like too see if it already has to be an OVA

It works for To Love-ru because a lot of it's chapter's are pretty episodic and self contained. It would be of limited use for a lot of other series, particularly ones that have longer arcs.

Well most of them got extra chapters etc stuff which usualy they pick for OVAs or some side story that they decide to skip for anime, they could easily ask fans then which of thoose content they would like to seen as a OVA Instead of just picking one which they think is good enough or well OVAs are often all about fanservice kinda even if it isnt that typical ecchi anime normaly
