Um... how were the modified? I don't see the illegal part here. Like, modified so they weren't working properly?

To play pirated games most likely. I believe you can legally mod a console yourself (voids your warranty), but selling them is against the law.

My only guess is modified with a number of games loaded into the system.

I live in Hyogo, but haven't heard about this at all. Must not have been important for the regular local media if I'm first hearing about it on an anime news website.

I don't know how Wii/WiiU piracy works, but I thought I'd heard at one point that all you had to do was plug in a USB drive. Assuming you find the necessary modding files, and put some ISO or ROMs on the drive, you didn't need to touch the hardware.
So... yeah, I don't get it.

Replacing the firmware still involves modding the console itself, even though you're only working through software, rather than through pick-up wires and a soldering iron.

He was selling over 170 modified items online. That's no longer "doing what you want with your own stuff", it's "running a business".

Considering how easy it is to mod a Wii, it's astonishing that people can make money off of it. It's not like JTAG-ing an Xbox 360 or something that actually takes work.

I've seen people selling Vitas with nothing more than henkaku on them and referring to them as 'hacked' in the sell description. They were charging a good deal more than a normal Vita and had sold a fair number of them. Never underestimate the inability of people (particularly those with cash to spend) to Google things.
