One of two likely answers there. Either:

1) They are not, but get away with it.
or
2) The ordinance is likely aimed at business vehicles only. And therefore private itasha vehicles get a nice loophole.

Either way, it seems passing strange that the owner did not know about the ordinance.

It looks like the law is for company cars only. I find that quite odd, then again, Japan has weirder laws than the US.

I am surprised that a TX4 would be considered suitable as a taxi in Japan. The turning circle is presumably within their specifications, but I cannot assume the same of its wheelbase or engine capacity.
