The phrase "alleviate labor problems" sounds like they are trying to address overworked labor in other studios. They want other studios to give them work in concert with that studio's existing employees. Keeping a high level of quality could be difficult if their business model takes off. Surely one new animation studio isn't enough to address all the labor issues, even if they are supplying labor where there isn't enough. They could easily find themselves overwhelmed.
