No, it's testing is quite prevalent throughout the series.
Also, ANN, the manga takes place in 0123, not 0122 as that new site (and for whatever reason Kadokawa's main page says too). The physical book itself says this. It doesn't so much as center on the Crossbone Vanguard unit as it tells what Seabook and the others were up to prior to the attack. The CV stuff is filler as it draws from Tomino's F91 novelization, but everything about it is vastly different (may want to note that too).
