Actually, the original Sonic the Hedgehog game was the third best-selling Mega Drive game in Japan, only beaten by Shining Force and Puyo Puyo, but the thing is that the Mega Drive only sold over 3 million units in Japan, while the PC-Engine (Turbografx-16) sold 8 million units and the Super Famicom (Super NES) sold over 11 million units. The Mega Drive was not a popular console in Japan, it mostly appealed to diehard fans that wanted something different, like some ports of arcade games, but it seems that late in the Mega Drive's life some people in Japan bought it because of its popularity in the U.S.

I guess it makes sense, it was advertised over there. I do the impression that SEGA mainly used consoles, was so their arcade games would have a second life.
