I'm suppose that the remaining 2 films are in some kind of licensing limbo.

Do does the most recent film end in some kind of cliffhanger? I haven't started this series yet, so I'm wondering if I should just wait for this new season to finish before I start watching the series. If the third movie doesn't end on some big cliffhanger, I could start watching now.

No they are just direct continuations from the first anime. You’d be missing a lot if you didn’t watch the films before the 2nd season but currently there is no easy way to watch the other 2 films.
