Uh, I'm going to say this: if you're going to take your kids into a theme park and you see Halloween costumes/outfits that goes into risque territory, that's to be expected. I understand the warnings, but my advice is expect the unexpected, and that'll always come with the territory.

I think the issue is more that USJ is frequented very specifically by parents bringing their children, and several of the areas, especially the Super Mario World area, are key child-heavy areas. This might be a "you get what you expect" rule in places like Shibuya or Shinjuku, where people often skirt the rules on Halloween night, but USJ is a company establishment with a reputation to uphold. I'm no prude and I value a good risque photo shoot. This just doesn't seem like the right place for it.
I do expect this here and there, and the cosplayer/photographer probably (hopefully) took some precautions to stay out of sight of children (or the general public) for their shoot, but you also don't want to start a trend of less-responsible patrons hitting up the place and doing the same. |

You can make that argument/statement and I don't hold it against you, but my advice to parents with young kid still stand: expect the unexpected when you're at a theme park even if it's child friendly, expect adults in outfits/costumes and other stuff that will be not appropriate in front of your kids. Hell, I can make that same argument to parents with young kids that go on cruise ship*. We can't always 100% shield our kids from obscene/inappropriate stuff at venue/establishment all the time, so that's why I said "it comes with the territory of being a parent", and I expect every parents to know and be aware of this. To me, it doesn't matter if the risque Halloween cosplay photo was done at a Universal Studio theme park, a Disney theme park, or even on a cruise ship. The risque stuff like what happened at Universal Studio Japan can happened at other stuff that kids may go to. So that's to be expected.
*The reason I brought up cruise ships is because a lot of time, cruise ship has many children-friendly stuff made for them, but at the same time cruise ship (not counting Disney Cruise Line) has a lot of adult/mature stuff in their itineraries. Also kids will be randomly and unexpectedly be exposed to mature stuff out of nowhere on a cruise when you least expected. So you're not going to see something like Royal Caribbean or Carnival Cruise issue warning to parents or passengers/customers about risque content over that because that always come with the territory when it comes to the parents making sure to do their best to not let kids get exposed to potential mature stuff or mature situation the kids might not understand on a cruise. |

What's the solution then? Parents shouldn't take children outside? It's not too much to expect people to abide by public decency laws. Especially in a theme park of all places. Sure a parent can't control the actions of others nor what their children see, but at the very least these creeps should get punished accordingly to discourage inappropriate activity in places that we expect children to frequent. Same way that websites meant for children/families should know better than to put in risqué advertisements.
